Governance Framework

Punjab Association of Prosthetists & Orthotists — Independent senior oversight body ensuring ethical governance, transparency, and institutional integrity.

1. Purpose & Mandate

The PAPO ADVISORY BOARD is an independent, senior, non-executive governance and oversight body established to safeguard PAPO’s institutional integrity, ensure democratic oversight, and advise the Executive Committee on strategic and policy matters.
Core Functions

Governance & Oversight

  • Provide strategic guidance to the Executive Committee
  • Ensure ethical governance, transparency & accountability
  • Review and advise on policy decisions (pre-implementation)
  • Safeguard institutional continuity & organizational integrity
Operational Role

Inquiry & Elections

  • Act as grievance review & inquiry oversight panel
  • Ensure smooth and fair transition of leadership
  • Supervise fairness in electoral processes
  • Manage suspensive review of contested policies

2. Board Structure

Total members: 15 maximum, comprising two distinct groups — Permanent Voting Members – Honorary Advisory Members. For voting purposes, the Permanent Advisory Members shall be constituted strictly as a 3, 5, or 7-member body. If the required quorum or fixed composition is not available, the matter shall be deferred until the minimum required members are present. In exceptional circumstances where immediate decision-making is required and quorum cannot be achieved, the Chairman may exercise a casting vote solely to resolve a tie, rather than acting as a substitute for missing members..
Part A — Core Council

Permanent Voting Members (7 Members)

  • Minimum 20 years of professional experience
  • Recognized contribution to O&P (clinical, academic, administrative)
  • Proven ethical reputation and leadership history
  • National or international professional recognition preferred
  • Geographic representation from Punjab
Part B — Strategic Advisors

Honorary Advisory Members (Non-Voting)

  • Advisory input only — no voting rights
  • Strengthen inter-professional collaboration
  • Provide external validation and credibility
  • No involvement in internal electoral control

Honorary Advisory Member Composition:

  • President – NAPO Pakistan
  • President – NAPO Punjab Chapter
  • Representative – Allied Health Council Punjab
  • President – PPTA Punjab
  • President – ISPO Pakistan Chapter
  • Presidents of Provincial OP/Allied Associations
  • Immediate Past President – PAPO
  • Selected Senior National/International Experts

3. Leadership & Tenure

  • Elected by: General Body Members AND Advisory Board Members (joint electoral mechanism)
  • Term: 2 years
  • Chairs meetings and represents Advisory Board in EC communication
  • Must not hold any active EC executive office
  • Ensures neutrality and procedural fairness throughout term
  • Filled by PAPO President or Vice President (rotational or designated by EC)
  • Responsible for meeting scheduling and documentation flow
  • Serves as communication bridge between EC and Advisory Board
  • No voting rights in Advisory Board decisions (to maintain neutrality)
  • Permanent Members: 2-year term (June–June cycle); staggered renewal recommended for continuity
  • Honorary Members: Based on current official positions in their respective organizations
  • Honorary membership updates automatically upon change of office

4. Selection Process for Permanent Members

Designed to ensure transparency, meritocracy, and democratic legitimacy — open to all PAPO members.

Eligibility Screening Verified against criteria: 20+ years experience, professional achievements, ethical standing, and contribution to the field.

Publication of Candidate List Final eligible list published publicly for full transparency before voting commences.

Voting Process Voting by Executive Committee members and General Body Members.

Selection Rule Top 7 candidates with the highest votes are elected as Permanent Voting Members.

5. Powers & Authority

A. Advisory Authority

  • Policy recommendations to EC

B. Limited Oversight

  • Request review of EC decisions
  • Recommend suspension or revision of policies
  • Call for clarification on governance issues

C. Veto Mechanism

  • Suspensive Review Power only
  • No absolute veto authority
  • Ensures democratic resolution
